Background: Cassowary Coast Regional Council is seeking to redevelop Mission Beach’s town centre with the principle objective of creating a more inviting and interesting place to experience, live, work, shop, dine, and invest. This will be achieved through the conception of a strategic masterplan to revitalise the area and create vibrant and exciting spaces.
The Mission Beach Strategic Masterplan has five core outcomes:
- To develop attractive, welcoming and functional places through improved amenity and design;
- To create a memorable visitor experience by showcasing the natural assets and laid back atmosphere;
- To enhance opportunities for tourists and locals to interact and socialise within the town centre and beachfront;
- Increase and enhance business and economic activity by improving connectivity between the road network and beachfront; and
- Provide a practical framework that will facilitate public and private sector investment required to enhance the locality’s prosperity.
The strategic masterplan will provide a 10 year vision that establishes the priorities and strategic direction for projects within the Mission Beach town centre as well as the overarching redevelopment vision. The master planning process will involve analysing key opportunities and constraints, identifying the potential of the region’s assets, evaluating current pedestrian and vehicular traffic arrangements, and collaboratively develop market-tested strategies with stakeholders to revive tired areas and structures. The activation of the town centre and tourism precinct in Mission Beach will significantly contribute to a prosperous and liveable region, for both visitors and locals.
Implementation of the strategic masterplan will be a matter for Council’s further consideration as part its annual budget deliberations and implementation through its operational plan and works program.
Who: The project will be led by Council’s Strategic Planning Team with assistance from other departments within Council and external suppliers. Analysis of the study area and key issues will take place and a draft masterplan will be produced. The process will extensively involve community engagement enabling residents to contribute to the identification of key issues and design solutions. This will include targeted group sessions for suggestions and feedback prior to the masterplan being finalised.
Where: The principal area that will be subject to the master planning process is the area located between Seaview Street and Boyett Road. The influence of factors from adjoining localities may also be considered.
When: The project will take place from July 2018 with the final Mission Beach Strategic Masterplan to be delivered by February 2019.
How: The project will involve initial community consultation through Council’s website and the mission beach markets, as well as targeted sessions with individual community and business leaders to highlight key issues and suggestions. A collaborative and facilitated workshop approach for community and other stakeholders is proposed to develop design and other solutions. Council will then prepare a draft Mission Beach Strategic Masterplan for broader community consultation before finalising the Mission Beach Strategic Masterplan. External suppliers may be used to assist the process and prepare a final document.
How Can I Have My Say: This first stage of consultation involves gathering community ideas, priorities and aspirations for Mission Beach area. Council will consider all feedback, ideas and suggestions to refine and develop the project ideas.
