Project Overview

Cassowary Coast Regional Council (CCRC) is seeking to redevelop the Mission Beach village green tourism area and adjacent Porter Promenade, with the principle objective of creating a vibrant and exciting space which is a more inviting and interesting place to live, work, shop, dine, invest and experience. This will be achieved through undertaking much needed improvement works to breathe new life into the area and make it more inviting for locals and tourists.

Council will deliver the project in two stages, having already completed Stage One, the Mission Beach Carpark. Stage Two will focus on upgrading the area within the Village Green and along Porter Promenade, including Donkin Lane and Campbell Street.

Once complete, the upgrade will revitalise the precinct, creating a vibrant town centre that meets the needs of the community as well as expectations from visitors and will encourage further development from investors.

What is the Mission Beach Town Centre Revitalisation Project?

The Mission Beach Town Centre Revitalisation Project will breathe life back into the Mission Beach and surrounds, creating a vibrant town centre that meets the needs of our community as well as expectations from our visitors and encourages further development from investors. The Cassowary Coast Regional Council has already contributed $696,000 to Stage One of the Project, and has a further commitment of $5,262,979 with an additional $5,262,979 requested through funding applications. Once complete the project will provide confidence for local businesses and new investors to help bring forward a number of major private developments.

In 2019, Council endorsed the Mission Beach Strategic Masterplan which provided an overarching redevelopment vision and strategic direction for the revitalisation of the Mission Beach Town Centre. It has been used to gather community feedback to inform the detailed design phase of the project – which is currently underway. The video has also been used within funding applications.

Major Benefits/ Project Outcomes

    • Activation of Porter Promenade and the Village Green;
    • Additional commercial activities (e.g. a larger range of restaurants, cafes, shops, takeaways);
    • Improved amenities and facilities (e.g. public toilets, seating and shelters);
    • Improved playground facilities;
    • More greenery, colour, and endemic plant species to attract butterfly and bird species;
    • Improved pedestrian footpaths and safer crossings along Porter Promenade;
    • Improved safety at night along Ulysses Link Walking Track;
    • Reduction in the speed environment for Porter Promenade within the town centre area;
    • Improving pedestrian connectivity between the west and east of Porter Promenade to allow safer access;
    • Provision of delivery, public transport, and taxi spaces;
    • Provision of low impact infrastructure for markets and community events.
    • Engage the community to create a welcoming and memorable place that is aesthetically pleasing and functions effectively;
    • Revitalise and Activate the Village Green area to catalyse investment to support growing services and tourism needs;
    • Future proof critical infrastructure to match asset sustainability principles (e.g. NBN, Power, LED, Solar);
    • Create a place that balances both the urban and the natural environment (vegetation, stormwater management, outdoor dining, waste management, water management);
    • Create a place which promotes the areas outstanding arts and culture;
    • Provide a safe and easily accessible place for everyone regardless of age, ability, culture or income.
    • Increased community use of the town centre through the development of new facilities;
    • Increased number of 'disabled' access areas and amenities; and
    • Improved viewing experience of the beach and islands.
    • This project is part of Council’s commitment to a strong and diverse economy, where the region’s assets meet community needs.

Funding

Thanks to the Queensland Government’s 2022-24 Local Government Grants and Subsidies Program (LGGSP), Council has secured over $3.5 million toward the revitalisation of the Mission Beach Town Centre.

Council has submitted applications for Round Six of the Building Better Regions Fund and is awaiting the announcement of this funding which are expected to be announced in late August 2022.

In the 2022-2023 Adopted Bugdet, Council has contributed $2.5 million towards the implementation of the project.  The total project value is currently estimated at $10.5 million. Council is committed to delivering this project and will consider alternative funding options.

Communication and Engagement Activities

  • The Mission Beach Strategic Master Plan underwent both an initial and draft consultation phase. The initial consultation phase was held in August 2018 with several consultation activities being undertaken such as:

    •            Attendance at the Mission Beach markets;
    •            Stakeholder consultation workshops;
    •            Business drop-in sessions; and
    •            One-on-one meetings with property owners and organisations.

    The draft master plan underwent community consultation from 25 February to 29 March 2019 with a number of consultation activities being undertaken such as:

    •            Project launch in the Village Green;
    •            Attendance at the Mission Beach markets;
    •            Stakeholder consultation workshops;
    •            Business drop-in sessions; and
    •            One on one meetings with property owners and organisations.

    A total of 120 further submissions were received from the community. The online consultation portal which was developed for the draft master plan provided 100 of the 120 submissions where people commented on their level of support for the project, the results were as follows:

    •            70% were very supportive;
    •            15% were generally supportive; and
    •            15% were not supportive

    The information was collated and used to determine several required changes to the Masterplan. The required changes identified by the community were implemented to produce the Mission Beach Strategic Master Plan which was endorsed by Council 25 July 2019.

  • At the Local Government Meeting, held on 31 March 2022, Council endorsed the Communicaiton and Engagement Plan for the Mission Beach Town Centre Revitalisation Project and approved $27,000 to be utelised for communicaiton and engagement activities.
