A MAJOR WIN FOR CARDWELL AND THE CASSOWARY COAST
Published on 11 November 2025
Port Hinchinbrook has been announced as Queensland’s first-ever Provisional Priority Development Area (PPDA), which will unlock the full tourism, economic and residential potential of the marina and the surrounding Cardwell region.
As part of this landmark initiative, the Queensland Government will acquire the liquidated land of the Port Hinchinbrook and reinstate all-tide access, restore Coast Guard access, and resolve long-standing legal issues that have hindered redevelopment for more than a decade.
The State Government will acquire selected land parcels within the 140-hectare PPDA – without affecting any private residential properties – to address economic and environmental challenges efficiently and without obstruction.
Cassowary Coast Regional Council Mayor, Teresa Millwood, said the announcement marks a major breakthrough for the community and a milestone in Council’s long-term advocacy.
“This is a significant moment for Cardwell and the Cassowary Coast,” Mayor Millwood said.
“For many years, Council has worked closely with both the State and Federal Governments to deliver a normalised Port Hinchinbrook. We have consistently advocated for the State to take the lead on dredging the estate’s marine assets. With this announcement, the community can look forward to seeing the properties under liquidation activated and the marine areas restored, unlocking the potential of this iconic local asset.”
Cassowary Coast CEO, Andrew Graffen, echoed the Mayor’s support for the Queensland Government’s acquisition, calling it a key milestone for the region.
“This PPDA opens the door for future development and opportunities at the Port Hinchinbrook Marina and precinct, providing greater certainty for residents and businesses,”
“Through the Port Hinchinbrook Normalisation Project, Council has already worked closely with all levels government, the community, and stakeholders to deliver essential upgrades, including a new Sewerage Treatment Plant and improved management of roads, public spaces, and drainage,” he said.
“Council is committed to working with the Queensland Government to realise the full potential of Port Hinchinbrook and the Cardwell region.
This is a win for residents, a win for tourism, and a win for the future of Cardwell and the Cassowary Coast.”
Through the Advocacy Plan 2025–26, Cassowary Coast Regional Council is committed to enhancing community liveability, supporting sustainable economic growth, and protecting the region’s unique natural environment.
