Housing divestment creates community opportunity

Cassowary Coast Regional Council invites Expressions of Interest (EOI) from suitably qualified registered community housing providers to take over ownership and management responsibilities for part of its community housing portfolio.

The portfolio includes various freehold properties currently under funding agreements with the Department of Housing and Public Works (DOH). DOH consent, including the transfer of funding agreements, will be required as part of this process.

Council has resolved to divest these properties for nil consideration, provided the successful Respondent meets the definition of a “community organisation” under the Queensland Local Government Regulation 2012 and can demonstrate their capacity to manage the portfolio effectively while maintaining high standards of governance, tenant services, and community engagement.

The EOI process will be conducted in three stages:

Stage 1 – Mandatory Qualification: Respondents must meet governance, financial, and regulatory requirements.

Stage 2 – Response Evaluation: Qualified Respondents will be assessed on their ability to deliver and grow tenant and housing services, manage current and future housing assets, engage with the community, maintain probity, demonstrate financial viability, and support local employment and services.

Stage 3 – Approvals and Transfer: The successful Respondent will be subject to Council resolution, DOH approval, and execution of a transfer contract.

Expressions of Interest must be submitted in accordance with the Response Schedules provided. Respondents should only submit the Stage 1 Response Schedule by the closing date. Respondents that meet the Stage 1 criteria will be invited to proceed to Stage 2.

Closing date for Stage 1 submissions: 21 November 2025 at 5.00pm.
