Have Your Say on the Proposed Local Law Amendments

Cassowary Coast Regional Council is inviting community feedback on proposed amendments to several local laws and subordinate local laws, designed to keep regulations up to date with State legislation and support the needs of the community.
In 2022, Council adopted a new suite of local laws. Following operational experience and changes in State legislation, Council is now seeking feedback on:
- Amendment Local Law No. 1 (Administration) 2025
- Amendment Local Law No. 2 (Animal Management) 2025
- Amendment Local Law No. 3 (Community and Environment) 2025
- Amendment Subordinate Local Law No. 2 (Animal Management) 2025
- Amendment Subordinate Local Law No. 3 (Community and Environment) 2025
Key proposed changes include:
- New definitions to support animal and waste management, including rules around “noisy birds,” recyclable and general waste, and use of body-worn cameras by authorised officers.
- Desexing of cats and dogs (with exemptions for breeders and medical reasons).
- Revised standards for animal noise nuisances and restrictions on keeping roosters and noisy birds in certain residential areas.
- Updates to dog off-leash areas across the region.
- Reduced timeframe for leaving bins on kerbsides (12 hours before collection, rather than 24 hours).
- Expansion of declared local pests in line with the Cassowary Coast Local Biosecurity Plan.
- Requirement for wildlife-friendly fencing in new or repaired barbed wire fences.
Cassowary Coast Mayor Teresa Millwood encouraged residents to take part in the consultation.
“These laws are about making sure our local rules remain fair, practical, and in step with community expectations,” Mayor Millwood said.
“The consultation process gives residents the opportunity to have their say before any changes are finalised. I encourage everyone to review the proposed amendments and provide feedback.”

Next Steps
- Consultation will close 24 October 2025
- Following consultation, submissions will be reviewed in October and November 2025.
- Council will consider adoption of the Amendment Local Laws at its meeting on 11th December 2025.
- The commencement date of the amended laws will be confirmed following adoption and local laws have been officially gazetted.
